Bad news coming from the shores of our country is damaging Turkey's reputation at home and abroad. I'm not going to tell you about drug trafficking. We lose 4 billion dollars every year. Why? In these places, which operate as privatized or state-owned enterprises, those responsible for enforcing the law are not performing their duties. In order to increase trust in public administrations in Turkey, it is necessary to establish the rule of law.
The other day, I saw the reply written by TSR, a State Economic Institution for the bonded warehouse inside the TSR Haydarpaşa Port, to the customs regarding the implementation of the Customs Law. The General Directorate of Customs and the customs directorate, which allows TSR to open a bonded warehouse in Haydarpaşa are sending a letter to act in accordance with the Customs Law and the decisions of our Council of State. The enterprise, which must comply with the Customs Law and the decisions of our Council of State, responds to the letters of the Ministry of Transport and the Ministry of Commerce, General Directorate of Law, that we do not comply with the law. Actually, I should congratulate them. Because they are telling the truth. They don't behave like to follow them. They say that we have evaluated it by our organization and  we do not follow it. However we ourselves do not follow these laws. According to the requirements of the decisions of the Council of State, Regional Administrative Courts, Administrative and Tax Courts on the merits and stay of execution, the administration is obliged to establish or take action without delay. This period cannot exceed thirty days starting from the notification of the decision to the administration. I looked at the relevant article of the constitution. It said that the administration has to implement the decisions of annulment and stay of execution given by the administrative courts without delay. Otherwise, it will abuse its power. If it does not fulfill this duty and harms people, a crime occurs again. While I am having fun watching the lawlessness in the ports, I also learn a lot.
