In the announcement of the General Directorate of Customs of the Ministry of Commerce dated 06.09.2023, It is stated that the countries that are parties to the Common Transit Agreement have transitioned from Phase-4 to Phase-5 in the NCTS system within a specific calendar, and Bulgaria has moved to Phase-5 in the NCTS system as of August 28, 2023; At this point, the EORI number (Economic Operators Registration and Identification Number) control was started in the carrier area of the relevant transit declarations, but to prevent the vehicle density at the Bulgarian border in the new application, the Bulgarian Customs Agency was consulted and the application in question was moved to Phase-5 in Türkiye's NCTS system. It has been reported that it has been postponed until the next period.

31.10.2023 is envisaged for Türkiye's complete transition to NCTS Phase-5.

Accordingly, to avoid any problems in the transports to be made within the scope of the Common Transit Agreement, both in border crossings and in all customs processes, carrier companies should check the up-to-dateness of their EORI numbers, and those who do not have to provide them as soon as possible. What is the EORI Number?

EORI Number (Economic Operators Registration and Identification Number) is a kind of registration and identification number belonging to companies that must fill out the transit declaration following the European Union legislation.

How can you request an EORI number?

Persons established in the customs territory of the Union must request the assignment of their EORI number to the customs authorities of the EU/EN country in which they are established.

Persons not established in the Community's customs territory should apply for the assignment of the EORI number to the customs authorities of the responsible EU country where they made the initial declaration or used it for a decision.

EORI NUMBER Procurement Process

In Bulgaria, the EORI number can be obtained in 2 ways:

  1. Through the paper application form;
  2. By electronic application through the E-portal of the Customs Agency.

Obtaining an EORI number through a paper application form:

After filling out the standard application form to get an EORI number, the necessary documents must be included, and an application must be made to the relevant customs unit.

Steps to be taken to obtain an EORI number with an electronic application through the Customs Agency E-portal:

  • The applicant has an electronic signature that meets the EU Regulation 910/2014 requirements.
  • Registration of the applicant in the Bulgarian Customs Agency e-portal.
  • 'Users and access management service for the real or legal person registered, process '1. Application for 'EORI2 services' via 'access to systems (National and EU).'
  • The EORI record must be entered into the working environment from the 'Users and Access Management' section of the Customs Agency E-portal, and the necessary information must be filled in to obtain the EORI number.

What is NCTS Phase-5?

To be managed by the Union Customs Code (UCC) requirements within the scope of the new procedures, the New Computerized Transit System-Phase 5 (NCTS-P5), which is the continuation of NCTS Phase-4, has been developed. Thus, information exchange between customs authorities and economic operators will use electronic data processing techniques.

  • National Customs Authorities use NCTS Phase-5 to subject goods to the transit regime.
  • Again, NCTS phase-5 is used to complete exit formalities when National Customs Administrations monitor export completion and transit.
  • Economic operators use NCTS Phase-5 within the scope of activities related to the transit regime.

What Will Change Within the Scope of NCTS Phase-5?

  • As specified under the Union Customs Code, although most of the information required to complete your transit declaration will be the same as the data used in NCTS Phase-4, some new data elements will also be included.   • It will allow you to submit your transit declarations up to 30 days before delivering your goods to customs. However, if you pre-submit your transit declaration, you must submit a submission notification to businesses when your goods are ready for transit.
  • With Phase-5, it will be easier to record 'formations on the road'. For this reason, a new office role called 'Incident Registration Office' has been introduced.
  • To ensure 'transit after export' transactions, an automatic Export System (AES) interface will be created electronically for the export declaration system.
