The General Directorate of Customs published a savings letter numbered 71624260 on 04.02.2022. The article mentions that, in accordance with the fourth paragraph of Article 174 of the Customs Regulation, the declaration registered in the system is the main declaration that will be used as the basis for all transactions by the customs administration.

"The findings that the documents not declared in the BİLGE system are shown as declared in the paper copies of the declarations submitted to the customs administration and that there are differences between the information in the declaration in the system and the information in the paper printout have been submitted to our General Directorate. Since the outputs received from the BİLGE system are in '.aspx' format and can be changed. It is technically possible to create the same output format outside the BİLGE system; checking whether the declaration registered in the system carefully and the declaration copies submitted to the customs administration are compatible is necessary. In this context, all Regional Directorates of Customs and Foreign Trade is warned by saying, "It is essential to carry out transactions based on the information in the system and to instruct your connecting customs administrations to show the necessary sensitivity in the controls to be carried out."

To know how such situations are encountered, it is necessary to know what kind of architecture the BİLGE System has.

The BİLGE (Computerized Customs Activities) System, a crucial software, was developed to facilitate customs transactions in a computer environment. It operates interactively between the customs administration and customs taxpayers, playing a pivotal role in global customs administrations. The mainframe system, a centralized distributed architecture, is located in the customs administration's central organization, specifically the Ministry of Commerce Information Technology Center.

Pilot implementation started in 1998 at the Istanbul AHL Service Building. After the pilot application was successful, all customs procedures were carried out between 2000 and 2002 within the scope of the dissemination project.
