In 1983, the Turgut Özal Government moved away from the "External Import Substitution Economy Model" and adopted the "Forward Open Export Based Growth Model"; strict foreign exchange and foreign trade restrictions were abolished; export incentives began to be provided at the highest level. Our exports, which were 2.9 billion dollars in 1980, jumped to 11.6 billion dollars in 1985.
