The Covid-19 epidemic has brought both our daily routine and our social life into a whole new format. Our ability to maintain our old habits and old consumption trend for at least a few years seems not possible.

At the country level, the community was closed to the house for a few months, and the economy was closed. No doubt, not only has the economy closed in Turkey but also there was an economic contraction at the global level. Experts predict that world-level gross national product will shrink by 4 percent to 6 percent in 2020.

The contraction in the tourism and logistics services sectors, where Turkey has a comparative advantage, has made the business completely impossible. The pessimism generated by the outbreak, which peaked in April, has increased the signals of “urgent action” for decision makers. In particular, the increase in the foreign trade deficit has dominated the understanding that “we must restrict import”.

Immediately, a customs tariff instrument that Turkey has been using for the last twenty years was put into operation: additional customs duty (IGV)
