IMPORT TRANSACTIONS AND PROCESSES
Contrary to its usage among the public, the term import is a broader concept than is known. Importation; covers the definite import of the goods by paying the taxes and subjecting them to trade policy measures, as well as the temporary entry of the goods into the country.
Definite imports can be made within the framework of the system of rules called the "free circulation entry regime" in the customs legislation. For a good to enter free circulation, it is not enough to pay only the taxes collected during importation. The trade policy measures valid for that product must also be implemented correctly and other procedures foreseen for the import of the product must be fulfilled. Temporary import transaction; is the process of sending the goods back abroad after a while after they enter Turkey.
Import transactions can be carried out directly by the owner of the goods on his behalf and account, or by indirect representation on behalf of the importer. However, customs transactions through indirect representation can only be carried out by customs consultants.
Customs declaration can only be made by persons resident in the Turkish Customs Territory, except for transit and temporary import regimes. Therefore, sea, land, and air companies and transport organizations or their representatives can directly follow the transit transactions of the goods they carry.
For an item to be put into free circulation, the following procedures must be carried out:
- Obtaining documents related to the item
- Presenting the item to the customs administration and unloading it to the temporary storage area
- Submitting a customs declaration regarding the regime to which the item will be subject
- Ensuring that the item is inspected and controlled by the customs administration
- Ensuring that the tax assessment of the item to be imported is carried out and that the taxes are paid or secured
- Removing the item from the temporary storage area and delivering it to the owner of the item when necessary.
