What is the Import Regime?

The import regime defines the rules that must be followed in import transactions (such as the Import Regime Decision, Customs Law and Regulations, Product Safety Decisions) and regulations. This legislation determines the conditions under which imported products can enter the country, the taxes they are subject to, and the required documentation. Compliance with the import regime is critical for companies to fulfill their legal responsibilities and conduct their commercial transactions smoothly.

GTIP Addition Process

The GTIP Addition Process is the procedure for determining a new GTIP (Customs Tariff Statistical Position used in Türkiye) for an item not classified in the tariff schedule after notification to the World Trade Organization. For an item not classified in the tariff schedule, notification is made to the World Trade Organization with the necessary details. At this stage, information such as the technical characteristics and areas of use of the goods is provided. Based on the evaluation results, an appropriate GTIP is determined for the goods. The newly determined GTIP is updated in the official customs tariff schedule, and all transactions related to the goods are carried out using this new GTIP. This update is announced to all relevant parties. 
This process is critical for the smooth and accurate conduct of trade, and the correct classification of goods ensures compliance in international trade and enhances the efficiency of customs procedures.

Application and Follow-up Process

The application and follow-up process with the World Customs Organization is particularly important for the classification of goods that are not included in the new or existing tariff schedule. 

First, all technical and commercial information related to the goods is prepared. This information includes details such as the name, function, physical characteristics, areas of use, and production processes of the goods. In addition, samples or photographs of the goods must be included. The application to the World Customs Organization must be made in the form of an official petition. All necessary documents (technical reports, photographs, samples, etc.) are submitted with the application. These documents are critical for the correct classification of the goods. The goods are examined technically and scientifically by WCO experts. Following the evaluation, a recommendation is prepared and submitted to the committee. The committee evaluates the recommendation. After the committee's approval, the addition of the goods to the tariff schedule with a new GTIP is officially accepted.
